Why are reports about sellers dealt with quickly but reports about buyers not dealt with at all?

It seems to me that ebay only cares if a buyer gets scammed out of money. But if a seller gets scammed they don't seem to care. And why is it ok for a buyer to lie on the report to get thier refund? IE...reporting items not as described, when they ju...
