Resolved! How to open unpaid item dispute

I haven't had an issue with this in the past, but I can't find the link now to open an unpaid item dispute for an unpaid item. Can someone help? Thanks.

Tried to write a listing on Ebay just now, but instead of listing a Single Item I got: signin.ebay.com refused to connect. Tried closing everything down and coming back in. Same result. Am about to log out and log back in again and see if that works....

So, I sent an item, tracking shows it was delivered, and a month later the buyer opens a claim stating he never received the item, then eBay puts a hold on my funds! WTH???? eBay seems to be on the buyers side NOT ours. Pathetic and unfair!
