Buyers who are registered internationally - how to prevent those buyers from bidding.

I check "no international shipping" when listing my items. I just made a sale and eBay added 1.65%because the buyer was registered to Thailand but not shipping there. How can I avoid this? I don't need more fees as they are high enough as it is.
