I declined an offer on an item,at the time i did not send a counter offer. I do want to send an offer to the buyer and need to know how to send an offer to the previous buyer. When i go to manage my offers there is no place to send another offer

Why can't you just cancel and refund a buyer without a defect when you can't find the item?

This can be a problem when you have thousands of items for sale. I can see it not being allowed with auctions. Because the seller might cancel because the winning bid was too low. But why should canceling be a defect with buy it now prices?
