How to use sale feature with basic selling

Is there a way to show an "on sale" or price strike-through with a basic selling subscription. Can't locate this feature.

It has been a whole since I sold anything but sold something the other day.

I see my sales funds in my eBay account. CAn I have these palced in PayPal or my credit card?

I want to, and should be allowed to, leave NEGATIVE feedback for a buyer who does not pay. This is not a difficult software change to make, EBay. Right now, I can only leave positive feedback with a warning to other sellers when a buyer does not pay.
