How is it possible to remove 1% Promoted Listings but not 85%-100%???

1% is a reasonable selection and it will be removed. 85% and above is completely unreasonable as it will have you pay to sell your item. Those options will stay. So that someone may forget or miss the decimal point.So is unreasonable the new norm?
