How to file a claim?

One of my international items arrived damaged to the buyer with usps. I can’t file a claim with usps because I only have an eBay tracking number which they don’t accept.

Several times a buyer makes acounteroffer and I accept it but it's not in my awaiting payment screen. I have contacted eBay but I get no answers. Has anyone had this happen? Any workarounds? Thanks.
