Venmo as purchase option on checkout

I noticed that Venmo appears on the purchase payment screen at checkout. Since Venmo is a free service from PayPal I wonder if ebay will be lowering the fees for payment processing to it's sellers when buyers use it?

So how many other Sellers are being suggested 17.5% to promote their listings?

Ebay has suggested to me 17.5 percent to promote my listing on top of the 13 percent they take for sales. That's 30.5 percent they are trying to take. Does anybody else feels this offensive? Have you been suggested 17.5 percent for promoting??
