Why do I need to wait a month for top rated seller?

Per ebay guidelines i've met the requirements for TRS, my dashboard says next evaluation is april 20th and I will be TRS but it also says you need $1000 in sales and 100 sales, i've met both requirements today, so why do I need to wait a month??
