r u signed up with eBay's Managed Payments system? You will not be allowed to list until you do this.

Have you had any prior issues in the past with selling?  Have you signed up for managed payments? You just can't create an account and start selling.  You need to complete some other requirements before you begin to sell. Here's a link that may be helpful:

You just joined eBay today. You need to sign up for Managed Payments in order to get paid. That takes more than part of a day.

If you do not sign up correctly and just keep creating new accounts you will find yourself banned completely before you even start.
