The delivery was delayed due to the virus, and the buyer has been refunded, and now the item has been received. The buyer wants to pay me. Is there any way to accept payment？

...if both you and your buyer have an account with PayPal, a payment can process through it...but you have to provide your buyer your email address which associates with your PayPal account...

You are extremely fortunate that your buyer is honest and thus wants to pay. Usually, the buyer keeps the item and the seller ends up paying for it.

I doubt that Ebay would penalize you for providing your PayPal email via private message, considering the circumstances.

I had this situation once and I set up a sale specific to that buyer (put an outrageous amount on it with make offer, only accepted offer from the specific buyer) they paid me, ebay got their cut, posted the pre-existing tracking info, all happy.
