Hello, the buyer requested to cancel the order, the funds are on hold, it says that message when I try to cancel "Your refund did not go through. Please add a payment option to refund the buyer" I have an option to add my credit card... This means I will spend my own money to refund the seller??? I dnt Wanna touch my money.. Ebay should release the funds back to buyer.

The OPs funds are on hold because they are considered a new seller.
Until,the hold is released, nothing can be done with them.
The OP refunds the buyer, then when the buyers payment is released off the hold, the funds will be sent to the OP.

There is a difference between the funds being processed and the funds being held for new sellers.

I had not sold for a few weeks, then sold something. Buyer asked to cancel. I went to cancel, and eBay demanded my credit card. There was no way around it. I figured it was for the 30 cents.
Sure enough, there's a 30 cent charge on my credit card.
It's poorly worded and poorly handled. I don't blame you or anyone else for being confused by this. But I do want to stick to the facts.

It depends if you are doing daily payouts/weekly payouts....
If you have "pending" payout dollars to take the .30 cents from, they do. If you do not, they charge your payment source on file. We do daily on 1 account and weekly on the other - we have had the .30 cents charged to our payment source (or at least we got the email stating they would if nothing pending and nothing was)
It also varies if the transaction has been fully processed, etc. Usually works its' way thru in time, if early enough in the initial transaction processing to show a wash.

The funniest thing is that ebay used to never allow you to pay if you had a balance of under 1.00.
So when they hit the CC for the 30 cents, how much is it costing ebay to get that 30 cents back?
They probably pay up to 3%-4% in fees. Maybe less since it is probably Ayden doing the charge. But even if it wasn't, the amount of volume eBay handles, they most likely don't pay a transaction fee and have a crazy low rate.

@espresso_warehouse So, if the payment has been released and refund amount is only short of .30c feebay keeps no matter what, a credit card will be charged .30c, and not the full amount (which is stupid, considering cc fees)? I just got into this with a demand to have my credit card (despite ebay has no issues taking money from MP checking account).

Looks like this is a new thing, as ebay used to take .30c from my checking account while refunding from processed payment, but today (payment has been processed and in available funds) ebay demands to have credit card for that .30c (or more-who knows until you see it yourself)

The funds that you received when the buyer purchased the item are on HOLD.
Now that you are refunding the buyer, you need to provide the funds to refund the buyer.
Again, you can't use the funds you received from the sale because they are not available yet, they are on HOLD.
I understand that you don't want to "touch your money" but you have to.
