You cannot list items on eBay.com

You cannot list items on eBay.com and eBay.ca or select the United States or Canada as your shipping location. The restriction will be removed when you enhance the buyer experience.

I was responding to someone other than the OP.

@marnotom! asked you at 1:57  if it made any difference that this policy is for eBay Malaysia and not eBay USA.

My answer was left after there was no response for awhile. Short answer is the FDI policy  does not pertain to US sellers.

That was all I was saying.

Specifically the Forward Deployed Inventory policy says it was created for Cross Border Trading (CBT) sellers in South East Asia who are shipping items out from an overseas warehouse  to a buyer that is residing in the same country.

Pakistan is in South Asia. Is that different than South East Asia?

Sorry, I was agreeing with you, but I left out a word in the first line, so it wasn't as clear as I intended.

The first line should have been: "As @fab_finds4u said,"

I agree with your summary in the last couple of paragraphs also. Very well put.

This policy is for sellers in South East Asia, who list on eBay websites in other regions, including eBay USA. I have found the same page on several different eBay sites; that is just the one I found this time. There's a list on the page that shows which eBay selling websites it applies for, including eBay USA and most sites in Europe.

I was responding to a seller from Pakistan, so it does apply to them, and the explanation from the seller strongly suggested that their business model is Forward Deployed Inventory using a warehouse in the USA, NOT drop shipping.

@lacemaker3, my understanding from the UA is that the seller is subject to the policies and procedures of the eBay site they chose to list on, and since eBay.com doesn't have a FDI policy as far as I can tell, I don't get the sense that a seller from anywhere would be able to use FDI if they chose to list on this site.

@marnotom!,

I found one of the policy pages relating to the new requirements for non-US based sellers on eBay.com:

Okay.  I’m not sure what this has to do with what appears to be eBay.com’s lack of an FDI policy, though, @lacemaker3.  If anything, the “best practices” section’s mention of managing inventory could suggest that non-US sellers are expected to manage their own inventory.

Re: You cannot list items on eBay.com

@marnotom!, you're right, that policy is about the new INR policy that also applies to sellers based outside the USA/UK/Europe who are listing and selling on those platforms. It does have that in common with the policy for international sellers using FDI, at any rate. And it's probably relevant for the OP.

Sorry, I shouldn't have replied to you on that post. It should have been a general response.

Re: You cannot list items on eBay.com

Here's what I've been able to find about the standards that are required for international sellers to be able to use forward-deployed inventory.

Malaysia:  https://www.ebay.com.my/sellercentre/sea-selling-policies/wssp-nov-2020

Thailand:  https://ebaythailand.co.th/warehouse-service-standard-for-forward-deployed-inventory-read-the-full-p...

Singapore:  https://www.ebay.com.sg/sellercentre/sea-selling-policies

and https://www.ebay.com.sg/sellercentre/sea-selling-policies/wssp-nov-2020

eBay Hong Kong (for sellers in Vietnam):  https://exportnews.ebay.com.hk/sea/annoncement/18

(and in the Philippines/Indonesia);  https://exportnews.ebay.com.hk/sea/annoncement/39

The Hong Kong site links to pages on the Singapore site for more information, and most of the sites include wording that says this requirement applies to sellers based "in South East Asia".

SEA = South East Asia, and WSSP = Warehouse Service Standard Policy.

I also found this, which appears to be an eBay website, uses the eBay logo, and displays a copyright by eBay Inc. However I couldn't confirm who owns this website. It includes a lot of links to this and other standards which are for international sellers based in South East Asia.

https://ebayseasandbox.com/warehouse-service-standard-for-forward-deployed-inventory/

elizabeth@ebay, can  you please confirm if ebayseasandbox.com is an eBay website? Are these policies specifically being applied to sellers based in South East Asia? Do they apply to any other sellers, international or not?

Hi @lacemaker3, thanks for double checking on this. This is our website. Different locations may have different policies so we recommend sellers refer to their specific location's site. I hope this helps!
