It's a joke now trying to sell something on eBay. Since you can't leave negative feedback for deadbeat buyers that commit to buying something and then never follow through and just ignore any emails you send them. Where is the deterrent from them doing it again? If that's the way eBay runs it now I might as well just bid on things until I win the auction and then decide after if I really want it. eBay needs to do a better job of vetting members prevent new accounts from bidding on items the day they are created. Even the accounts that have been members for many years pull this crap all the time and just ignore the invoices and they can't get a negative mark on their account.

As mentioned above, negative FB for buyers did not do much to deter the scammers or non-payers.
All they had to do is open another ID.

One thing a seller must realize is selling also includes customer "SERVICE". Many smart business people who are honest with themselves realize they're not cut out for the latter so they hire someone who has the kind of personality that can shed water like a duck. A few weeks ago a person I know was retelling a story(over the phone) that happened in a B&M where the owner told a customer where to go. This is a cardinal sin as they no matter how impossible the customer was. That person's chair gave way and went to the ground. Instant karma. Service is related to servitude. You have to roll with the punches or hire someone who can. There's no such thing as everyone can handle customer service or even everyone can sell. Admittedly I do not think I can handle some customers. My blood pressure can get too high at times to the point I break blood vessels. Even ebay knows this and hires call centers as a buffer zone.

I agree, ebay is no longer about the legal transaction and obligation made when you make a bid. Buyers have ZERO leverage against sellers that bid with no intentions of paying. Even the future sellers have no clue now being that the buyer feedback is always 100%, what’s the point of even having the feedback feature?

At least it made them go open a new account. Now there just bid and appear to have 100% rating as a buyer

No longer possible either to leave negative feedback on a seller. I'm trying to buy a decent keyboard for a laptop and I keep getting this damaged junk. EBay doesn't permit me to leave a negative review for a returned item.

Can you explain why you believe that it's no longer possible to leave negative FB for a seller.

"Buyers have ZERO leverage against sellers that bid with no intentions of paying."
Pretty sure you meant to say BUYERS . . ."
And the rule about sellers not being allowed to leave negative FB for buyers has been in place for at least 10-12 years, maybe longer.

Maybe not give refunds until a product is returned to the seller?
This thread is about buyers that do not pay, not buyers that do pay but later file "not as described" cases. If the buyer does not pay, there is no refund to be issued.
If the seller issues a return label through eBay for a "not as described" eBay case, typically eBay will not issue a refund to the buyer until after the tracking for that label indicates a delivery back to the seller.
When a refund is issued without a return, often that is a result of a seller not accepting returns or refusing to provide a return label, or a buyer going through a credit card issuer to request a charge back, which eBay cannot dispute.

Sellers are as bad as buyers, many times worse. And they bullied buyers with the threat of bad feedback. That prevents some sellers who deserve negatives from getting them. It also makes buyers leave the site. And we all need more buyers (fewer sellers would be an added bonus, lol).
Besides, you can't really keep them from bidding anyway (unless they've sent offers, maybe), so the only real points of it are revenge or threats of a negative.

"And they bullied buyers with the threat of bad feedback."
Don't think this could've happened recently.
