Someone bought an item from me a few weeks ago. I shipped it the next day and gave tracking info. According to that, UPS attempted delivery twice at the given address (I triple checked before I shipped and also checked today, it's the correct address) and it says "The apartment number is either missing or incorrect. This may delay delivery. We're attempting to update the address." Apparently they updated it and delivered the item on the 18th to an address in Utah (original was in New Mexico). The buyer opened a case today saying that they never received the item. I can't ask eBay to step in (the option doesn't show up) so I'm not really sure what to do.

Since they attempted delivery to the address on payment you should be covered for the item not received request.
You should still do what you can to help the buyer locate the package if possible - and hopefully this isn't some kind of redirect scam. Contact UPS to find out why the package was re-routed to another state. Maybe the buyer moved?
