No, it's a thingamabob, you can tell because it's round!  thingamajigs are either straight or curved.  The "T" on the tab proves it's not a doohickey.

Looks like part of a locking ring assembly. The cut out is for a bolt. To what, no idea.

You could try taking a clear picture with a plain back ground and doing a google image search.
