I got an offer.
The address of the buyer is in Ontario, CAN
I check on Pirate and the cheapest shipping is $17.xx
Why didn't this go to a freight forwarder?
How does that work from the buyers POV?
What is going on here?

Simple: that buyer chose not to use and pay for the services of a freight forwarder.

The buyer will pay whatever eBay tells him to pay. Your listing does include buyer-paid shipping, right?
Go to PirateShip, your preferred carrier, put in your address, as seller, and also the buyer's address, possibly something like this:
#### Buyers Street in Town, Ontario followed by Canada's six-character version of a US Zip Code.
If PirateShip tells you it will cost $18.00 to ship the Thing, you buy that postage, print the label, and put it on the package.
The next steps depend on your usual routine: do you drop the package into a USPS mailbox? Leave it for your own carrier to pick up? Take it to your local post office for an acceptance scan? Do what you normally do with eBay purchases that you mail to US buyers. The USPS will put that item into their delivery stream like every other letter and package they handle.

Well, I took a look at the listing you cited, 326512675440. The set of four Lincoln Wheel Center Hub Caps, right? This comment might change the suggestions I made in my earlier comment.
See where your listing shows "Shipping" followed by a dollar amount for USPS Ground Advantage, which has the words See Details at the right of that line? Those two words are underlined, meaning they are a hyperlink. If you click within those two words, eBay will show you all kinds of info, including a list of nations that you chose to exclude from places to which you will ship. Click on the words "Show more".
You have excluded Canada as a country to which you will ship. Thus, you will be justified ("OK") in not proceeding with this transaction, giving the reason "Problem with buyer's address."
But if you want to proceed with the sale, go ahead. Just like with any other eBay sale.

Earlier today, it did show shipping to Canada through EIS.
