The three for 2, 3, or 4 or more discounts as a percentage you are talking about are the built in discount option available when listing. The ones you see with a longer list or ones with selections, are "variation" listings.
Use the Advance/Business listing form and select a Category. If the Category supports variations you will see Create Variations to click on. Here you can have up to ten variations and under each sub-variations.
