Not sure what you mean by "VERO list".
If you are talking specifically about the list of VERO participants displayed on eBay, it is not a complete list of VERO members. Each VERO member chooses whether to be listed there or not.
If you are talking in general about the VERO program itself, I can give you short summary.
In 2008, Congress passed a law called the Digital Millennium Copyright Act (DMCA) which gives websites like eBay protection from liability for intellectual property (IP) violations by its members.
In order to qualify for this protection under the DMCA, the website must agree to completely remove allegedly infringing material any time the receive a Notice of Claimed Infringement (NOCI) alleging a violation of someone's IP rights.
Note that the website is not responsible for verifying the accuracy of the claims made in the NOCI. The DMCA recognizes that sites like eBay have millions of users and billions of listings, so they cannot possibly be an expert on the copyright, licensing, and authentication of everything on their site.
So although eBay is one who responded to the NOCI and took the allegedly infringing content down, it is not their job to mediate any disputes that arise between the other two parties. That is between the eBay user and the entity that filed the NOCI.
There is nothing in the law that requires eBay to take content down, and nothing in the law that prevents eBay from mediating the dispute or ignoring the NOCI. But eBay has an incentive to honor the NOCI, because if they decide not to remove the content and get it wrong then they are exposing themselves to potential liability.
VERO is the program eBay created to manage this process. IP owners or their representatives can register with
eBay, and eBay provides a mechanism for filing a NOCI and removing the allegedly infringing content from eBay.
