Unable to create listing from template

Under listing templates there is no longer a drop down to select "create listing". Now there is only edit. I have tried chrome and firefox. Deleted cookies and everything no changes.

So figured it out. Go to "sell" then upper right "create listing" then the next page you use a drop down to select your template. No longer have to go to listing template which is actually an improvement.

I am also having this problem but only on one of my accounts. My larger account still has the drop down menus but my starter store account doesn't show them. I am able to use templates as you suggested but it's weird that one store works the old way and one doesn't.
