well shoot. I don't like the listing way on the eBay page, this just stinks. Okay, thank you. I guess I'll have to change my listing ways. Appreciate your help.
eBay announced that the new Seller Hub would provide the same functionality as Turbo Lister, and that they would continue to support existing installations for six months until the new functionality was available.
It is now two years later, and that new functionality is not even being mentioned, let alone made available.
Turbo Lister was one thing that eBay got right, and it is currently on life support. If I ever lose the ability to store listings and quickly upload them in bulk, I will stop selling - other than just rolling over the same 50 listings every month.

I use SixBit, but I pay 22.99 USD a month (it's 19.99 for a personal license if you allow SixBit to advertise in your listing).
I'm running over 1000 listings and sometimes run auctions where I have batches that are pending to be uploaded live, so this tool helps a whole lot.
but if you are a casual seller with low amounts of net income, I do get why $23 a month is too much of an expense.
Cheers, C.

If you previously used it, you should still be able to download it to a new computer.
The link papermoney gave you is correct.

There are other listing tools, all of which have some sort of fee and/or restriction.
I've used sixbit going back to it's earliest versions in the late 1990s, so I am not an impartial source.
I should have mentioned the first time I posted, sixbit allows you to move your existing 'license' from an old computer to your new computer at no charge.
