You have you register / set up a selling account for managed payments in order to list. EBay needs your SS# for the IRS and a checking account routing number to deposit funds.
New sellers have limits and protocols to follow before any limits are increased. Once you start selling regularly and have sales, you can ask every 30 days for your limits to be increased.
