I watched a video on youtube and watched what I think was post your concerns here so here we go!!!
Last week of May this started with our Ebay site and continues to get worse.
Technical issues??
Why not make your own store and experiment away and test it to make sure it is 100% bug free before dumping it on all your sellers?
Your issues are having a ripple effect down to where we as US based sellers are having to pay the same fees per month but paying less in final value fees.
Today as a example we went from 0% late shipment to 8.28% late shipment. This is due to a Technical Issue? Who caused it and why?
Fix what is broke first and leave what was not broken alone. Can't fix it then please roll it back 2 months 6 months or 18 months to where it was not broken.
We track our sales weekly and yearly and use to be able to predict the slow periods for taking inventory and or vacations. Something over the past 4 weeks has happened and it is not anything to do on our end.

Ebay has become a hot mess lately. I have had a warning on the my ebay page about having a few late shipments recently blah blah blah. I know for a fact that I haven't shipped an item late since last summer. That's almost an entire year ago and it was just one item. I did some reading online and some people say that if the post office doesn't scan the item soon enough it will come up as a late shipment. That's just one more thing Ebay is punishing us sellers for that is out of our control. I just received a message from Ebay yesterday saying they are going to start charging me an extra 4% FVF because I have had too many "not as pictured or described" cases opened in the past year. I can honestly say I have never once sent the wrong item out to any customer either by accident or on purpose. The "not as pictured or described" cases are opened by customers to extort a return from us sellers after the return period has ended. It is infuriating. It is bad enough we get dinged in the search when a customer opens a bogus case against us but now it is going to cost us money via a higer FVF. Ebay is making it harder and harder for us to stay. Sales have declined and stress has shot through the roof!

Final Value fees will and are going down each much due to these glitches. Each week sales are less than the previous week or previous year so at the end of the month Ebay is not making $$ on final value fees when there are no sales.
We have one of those other sites that so far seem to be catching up in sales. We rank our platforms that well sell on and Ebay is still #1 but it's margin of being out front is slowly being caught up by #2.
We spent some time looking over free returns. In the autoparts business doing it online a customer asks the question about fitament. With free returns we see it as no questions are asked due to they can get a free return. Not whining over losing 10% due to that. Search rankings still show on first page for our items sellers with no returns and or are in China using a warehouse here in the USA. Now how fair is it to a USA seller who lives in the USA having to compete with a non USA based seller who lists their items as being in the USA but when you check their feedback it show "Based in China"

I still believe that Ebay has no intention of fixing certain glitches that are destined to be fazed out to make them look more like Amazon. No need for buyer and seller searches. No need to see completed items. No need for Views or Watchers. Most of the seller dashboard is just a waste of space. I started as a year round flea market seller, got onto to Ebay in early 1998 now back to the flea market. Now retired and dinking around.

totally agree about the hot mess. I'm at 4.95% was thinking it was ebay getting back at me for closing my store effective July 1st.

Ask yourself:
Effectively what is it that ebay appears to be prompting you to undertake in response ?
Good luck
