Hello everyone,
I've noticed that some sellers have the "Top Rated Seller Plus" badge displayed on their listing pages, even though they are not offering same-day or 1-day handling. For example, one seller is listing presale items with a release date set for early next year, yet the listings still display the Top Rated Seller Plus badge.
This seems to go against eBay's policy requirements.
Does anyone know how this is possible?

That listing you linked says “Estimated between Mon, Aug 11and Mon, Aug 25” when I view it, not next year. That seller is violating the presale policy by putting their handling time at a relatively short time, though I can’t currently see what the handling time is (the max is 40 days, which lines up), but then saying they will actually deliver it much later. They probably know that they won’t be held accountable in January if they don’t deliver, too, since that will be long past the eBay MBG deadline.
I don’t see Top Rated Plus on that listing, though, unless it’s just not visible because I’m on mobile.

I have a feeling, they are going to be missing a few listings.

I see nothing about that sale that would indicate that labeling.
For one, return shipping is not free. That is one of the requirements.
Now its entirely possible that those shopping from the same country might see a different tag. But I know that any listing that I have that doesn't have free returns won't show that badge. But you also have to have 1 day shipping as an option as well. So if either of those two things are not valid, the TRS badge will not show.
It could be a caching issue. There are times when I know a listing should have the badge, but it doesn't till I refresh or wait and look later.

I notice you’re in Japan, right? I’m not sure if the policies might be different there or maybe they do have their handling time set short enough but it doesn’t show the same over here in the US.
I did report the listing for violating the presale policy since that is pretty clear.

Are you sure you gave us the correct link. The seller isn't even TRS, so they can't have any listings qualifying for TRS+.
I can see that you are TRS.

Hi, You're on ebay.com, which is the US site. You and the seller of the item in question are both in Japan, where the policies for TRS and TR-Plus might be very different. I suggest that you read the policy page for Japan.

One key sentence from that page: "Your seller level doesn't carry over between programs. For example, you can be Top Rated on eBay.com (US program), and Above Standard in the Global program."

I saw the one you posted earlier. Here on the USA site, it does not show. That other seller doesn't show up as TRS either. It is possible they are not TRS worldwide, but just in Japan, therefore we can't see it here.
You may be TRS Globally. That may be why we can see that you are TRS.
You can tell on your Seller Dashboard if you qualify for TRS Globally or just Regionally.

I am currently a Top Rated Seller in the US, but not globally. I believe I need about six more orders to qualify for global Top Rated status. It’s possible that the seller is Top Rated globally but not in the US. However, I’m still wondering why their listings are marked with the “Top Rated Plus” badge, even though they’re not offering same-day or 1-day handling.

If they are TRS Globally, that would include the US. So it is likely they are TRS regionally [for their country].

By the way, if a seller is qualified as top rated, how can you tell? How did you find I am top rated? Currently I am not offering the same / 1 day handling, so I understand I am not eligible for top rated plus, and any of my listings are not showing top rated or top rated plus. Is there any other way to see if a seller is top rated or not?
and I understand, depending the viewers location, the listing page will be different. I want to know how you see.

You have to look at their feedback page. The page that you can see all their feedback.
