I placed an item for sale on eBay yesterday with a starting price of $50. I received an offer for $150. And now this morning another offer of $100. These both seem suspicious. Both individuals have very limited history as far as I can see on eBay. I guess the best thing to do is just ignore these offers.

Yes, ignore and block them as well. They are very obviously scammers.

It's not necessarily a Scam.
You are running an Auction were people can bid to win the auction
with a starting bid of $50.00 with the make an offer option added.
The logic for making an offer on an Auction is different than it is on
a Buy It now listing with a best offer.
With a Buy It Now listing it's a big red flag if someone offers you
more money than what they could just buy it for.
On an Auction were people bid no one knows what the Auction
would finally sell for so when someone makes an offer it can be
1. Lower than your opening bid.
2. Equal to your opening bid.
3. Higher than you opening bid.
If I send an Offer on an Auction it is usually equal to what my
Max Bid would be so in most cases it would be higher than
the starting bid but no more than what I would be willing to
pay for it.

@eunster1313 True enough. I never use the Make offer on Auctions (or anything else for that matter) so when I get Offers they are in an eBay message. i know for GTC listings there is often the Reply with offer button but I am trying to remember if there is one on messages for Auctions ... I don't recall seeing them off the top of my head.
In reading the Op it "sounded like" they use make offer on Auctions BUT they could also be simply getting messaged offers ... that was not specified.
With regard to Buying, I can understand offering both low and higher prices then the starting price ... lower of course are people wanting a deal ... higher could either be a scam or someone simply wanting the item and not risking it being sold to someone else at a higher price during the auction ...
