Do we need permission to post our products on the eBay account platform for the first time?

Nope.  No permission needed.

Just register as a Seller and be compliant with managed payments and list your items.

Be sure to not list prohibited items and do not list fake items from China.

Have you signed the seller agreement and have obtained  a business license?

eBay doesn't  require a business license to sell here but your your government does.

Did you create and link a Payoneer account when you were signing up for Managed Payments? 

After you do that it takes a couple of weeks to get an email saying your account is activated and you're ready to sell. 

Has that happened? if so then you can list according to the listing limits eBay has given you.

If not then you can't sell yet.
