Please contact your local government body to find out the rules now surrounding this problem many Sri Lankan sellers are experiencing. Paypal was illegal for receiving funds in your country and you need to check that it is not the same with Payoneer. No one here can really help you as we have no control over the money laundering and anti terrorism laws regarding acceptance of foreign funds in your country.

     This is a question you should have asked the instructor or whomever is holding all the meetings/classroom sessions in Sri Lanka. The other option is to read all the information on this site under the help files about selling on eBay. There are help files for just about anything you want to know. There is way more online information available to you than any of the sellers on this board are going to provide given it is readily available to you anyway. 

     As others have mentioned you need to also understand the ecommerce laws of your country. This is basically a US based seller board so we have little insight into how things work in your country.
