Looks like the spending thing is rolling out...........
https://www.ebay.com/sellercenter/payments-and-fees/spendable-funds
I got an invite in my ebay message with a place to enroll. (note it said invitation, so perhaps not to everyone).....
Of course, then I see an enroll place on the payment summary page.........
In typical Ebay fashion...........clicking on the enroll in either place takes you to a blank page..........

I'm pretty sure that ship sailed when they dropped the PP "digital wallet" and forced everyone into MP without having a "wallet" option.
The ones who used PP balances as their play money are now used to it going to their bank account.
Even when we had the digital wallet I never paid for anything using available funds but rather used the CC linked to PayPal and took the 5% back from the CC company. I had a separate bank account that I used as investment funds, aka play money, and every 2 weeks I moved most of the PayPal funds to my bank account and used the bank account, which was earning a small amount of interest, to pay the CC bill when it arrived.
It took a couple of extra steps but that 5% back on the CC purchases really added up during a year and I am not a huge seller.

You make a good point with the CC method. I do the same. Using " available funds" would end up costing me more.

Since there is another report of a blank page...........you might better report it....... going from Seller hub Summary page.........click on the "enroll you have 67.84 to shop":
clicking on the enroll now on the popup:
I did wait a couple of minutes waiting for something to load.........but nothing ever did......
