This has been happening for a couple days now when sending an offer to any seller. Anyone have any sage advice?

Wondering too, have you come up with a solution for combined shipping, plus the numerous flawed workarounds?

I have the same issue. I am in Asia and it seems to happen when I try to make an offer while adding a comment on the US site. It has worked for me to switch over to ebay Canada or one of the other international sites and do it there. The username and password are the same for all the different country sites, but it is still annoying.

The reason it was on hold was due to ebay's policy of not pulling the funds out of the account immediately for payment which is ebay's backwards fund/shipping logic. Fix your shipping payment logic so people don't get their accounts put on hold for $7 shipping fee's and then cannot buy or sell for a week.
For example:
(day 1) - Sold Item
(day 1) - Shipped item same day via UPS/FEDEX
(day 3) - funds get deposited
(day 3) - no funds in account
(days 4-10) - account on hold for not enough funds to pay shipping charges
(days 7-10) funds get withdrawn from bank account after shipping to pay for shipping charges

Same problem here. I've been on the phone a couple times about it. Nobody can help. Now, in addition to not being able to buy, all of my listings are ending until the timeframe naturally works its way out. So now I have to go without sales, and then hit relist on 1000+ items when it works itself out in the next few days.
I'm always very polite on the phone. I've been told twice that the issue is escalated, and I'll get a follow-up from eBay. And then I never do.
In your case, I would stop using eBay labels. Having a basic FedEx or UPS online account will get you very close to the same shipping price. USPS will be the same if you use a place like stamps.com, or rely on usps.com's "loyalty points" system (you pay the retail rate upfront, but get a $40+ credit when you save up enough points, which basically gives you the lower rates).
