Someone else listed my item

Someone has taken my listing from Mercari and used the same product picture and details. My item is listed at 45,000 yen and the eBay user has listed it at 70,000. Based on the time his listing will take to ship, I'm pretty sure that if their listing sells, they'll then buy mine from Mercari and send that item. Is this allowed?

Strictly speaking, that violates the ebay drop shipping policy.   But, that policy is very difficult to enforce.

If you are happy with a 45K yen sale, why not let it run?   Alternatively, you could raise your price on Mercari to something like 80,000 yen.

Technically no, that's retail arbitrage, and while eBay does permit drop-shipping, it does not permit selling an item you don't own and then scrambling to buy it someplace once someone pays you for it. (Drop-shipping is not the same thing, as you have a supplier with an agreement to stock and ship your sales for you.)

On the other hand, proving it can be tricky; I would not bother going down that rabbit hole. Instead, you might want to keep an eye on that other seller's listing, so if you see it sold, you can quickly jack up your own selling price before he comes along to buy yours.

All that aside, if he can actually find buyers at that selling point, you might want to consider raising yours anyway.
