I have created shipping rate table for my listing but when i checking with another account it always shows free shipping.

OP is in Sri Lanka and drop shipping items from China so he/she probably doesn't know the service or the cost that the supplier is using.

The OP may have the same issue with the items they are drop shipping out of The Russian Federation. Postings say they do not ship to the US but there are a lot of other areas where the Russian Federation cannot get items do and using varies for delivery is a recipe for disaster.
