Does eBay enforce the rules for shipping perfume via USPS First Class and Priority Mail? In researching comparable items I want to sell on eBay, I found that most sellers ship perfume first class mail. There are 100s of listings that do this, yet I can find nothing eBay publishes that says it is okay. Ebay resources state it must be shipped ground Parcel Post. I had a long conversation with USPS representative and she said (I have the transcript) that it can be shipped by first class mail. Will someone from eBay contact me?

It's rather obvious that rep is just winging it...and they are wrong.

Yes but the representative is the official in this case. Correct, or do you think eBay would "throw K under the bus"?

Seems the rep is saying no.

I am not so sure. Here is a reply I received from the Office of the Inspector General. I filed a complaint after I had a "Chat" with an eBay representative that told me that I could mail perfume via USPS First Class Mail. Note this is the only response I have received. I have not been contacted again. USPS does not seem to think it is a matter of priority. The USPS representatives mentioned below have my name, address, phone number and email.

Do you wish to remain anonymous?: No
Do you want confidentiality?: No
Are you willing to be interviewed?: Yes
When did the misconduct occur?: 2022-09-16
Who committed the alleged misconduct/wrongdoing?
Ebay. I spent some time today speaking with a representative who tells me that perfume can be shipped USPS First Class Mail if it is domestic. Look at eBay's listings for perfume, the vast majority are shipped to the buyer by USPS First Class or Priority Mail. How is that possible? Ebay completely ignores complaints on the subject.
What are the facts?
I am an eBay seller. I sell vintage luxury perfumes, mostly trial or sample size. I have read the USPS codes and it specifically states that perfumes must travel ground and be labeled ORM-D Parcel Post. The codes also state that perfume may not travel USPS First Class Mail. I can read and the postal code says it (perfume) must be shipped via USPS Parcel Select Ground, which is what I do.
Where did the misconduct/wrongdoing occur?
Everyday on eBay. Everyday. All day long.
How was the misconduct/wrongdoing committed?
Sellers mail perfumes by USPS First Class mail with eBay's knowledge and blessings.
Do you have first-hand knowledge of the misconduct/wrongdoing?
Yes. I have a phone transcript.
Where can we obtain additional information concerning the misconduct/wrongdoing?
From eBay.
Who else might be aware of the misconduct/wrongdoing?
All eBay sellers who sell perfume.

The rep is a rep of eBay. Nothing that they say can be used to support the action of using a prohibited carrier service.
throw K under the bus"
If called out on it, and proven wrong, eBay response will be that the CSR will be given additional training, or something along those lines.

I wouldn't trust a phone in rep to be the official word even on ebay rules, much less USPS rules.

Thrown under the bus followed by a public execution.

Always best to deal with the facts vs conjecture from a friend of friend of a friend aka SWAG
It's from a press release by the post office a few months ago. But since nothing has been said since and they started offering a cheaper option with ground shipping (cubic) I have no idea if things changed. Heck, used to be Parcel Select wasn't an option for scheduled pickup and it is now.
So who knows what will actually be happening early January.
