Shipping Options For Auctions

Been trying to figure this one out, but to no avail:
For auction items that are eligable for use of the eBay Standard Envelope, is there a way to set a 'threshold' for type and who pays for shipping?
E.g. if the auction price ends < $20, eBay Standard Envelope is used which the buyer pays for, but if the auction price ends > $20, First Class shipping is used which would be paid for by me?

As per the Business Policies interface it seems I can only set the first option offered as "Free Shipping", and the next option to set up the buyer pays for, but no way to set a threshold situation.

You can set up 2 shipping options.

1) Standard envelope

2) First Class mail

But it has nothing to do with what the item closes for.

The shipping options should be the same regardless what  the item closes for.
