Is there a way around have the wrong item returned? I sent a buyer the wrong pair of shoes. She opened a return request. I sent the buyer a message stating that I would send the correct pair and that she could keep the wrong pair. No need to send them back to me. On the return request, it only gives me the option to have them returned at my dime, refund her fully, or partial refund. I don't want any of those choices.
I don't want to refund her because I have the correct shoes and am obviously willing to send them to her paying for the shipping again.

You need to either accept the return and have them return the shoes which then you will refund the buyer upon return or refund the buyer outright. There is no sending the right pair of shoes and make this all good. You are now involved in a return case with the buyer. You will need to refund her either way.

If I did not want the shoes back I would just refund in full letting the buyer know that I was doing that, and that I would relist the item and this time send the correct item if they we willing to do business with me again.
Just too much can go wrong sending another shipment when a return request has been opened.
Your idea of sending the replacement would only work with the full cooperation of the buyer. They could end up with both pairs, and a refund.

Refund the buyer and request they re-order is the simplest and safest solution,

Once a case is opened, it's out of your hands. Either refund in full and let them keep the item for free or issue a return label. They will have to buy it again if they want it.
List as an auction with a strange title you let them know. As an auction you can cancel any bids if another person bids. As soon as they bid and the auction making them an instant winner.

Your customer needs to cancel the return request on their end.
If they are willing to do that before they receive the correct pair of shoes, great.
If not, send her the correct pair asap.
The case needs to be cancelled before your deadline to respond.

I agree with the advice from the other posters. Refund and let your buyer keep shoes or not.
Don't muddy the waters by trying to send a replacement pair within this transaction. There is too much that can go sideways.
They can repurchase using their refund. A technique I have used to soothe feathers was to reserve the listing for them. Just message them the item # to pull the listing up.
I have done similar as you and it is not a fun situation. One buyer was irritated, rightly so, but the other one was just a nasty, vindictive person.
