Forgive me if this was already covered, but I couldn't find anything.......
Example:
I list an item and said item gets 4 watchers after a week. I send an offer that goes to those watchers. Like clockwork, the item gets 3 more watchers in a day or so, but I can't send offers to them until the first offer expires (which is now 4 day)?
Is there a way around this? If not, why not? Isn't it beneficial for everyone all around?

You don't have to wait to send offers. That's not why you can't send more offers. More likely, those new watchers don't let sellers send them offers, which is a growing number of buyers.

I'll add that YOU CAN send offers to those new watchers AFTER the 4 days.

Yes, it is why they can't send more offers. You can't send more offers on stuff with active offers until those offers expire unless you've enabled "Automatically send offers" when you sent the first offers. I've lost track of how many times you've given people this misinformation.

No, other than automatically sending offers to everyone who even looks at your stuff more than once, there's no way around this. Why not? Because it would be beneficial for everyone all around, and that's not the eBay way.

I've always assumed one of the reasons ebay implemented "Best Offer" was for sellers to sell an item a bit faster, which in turn means that ebay gets their cut faster.

"Best Offer" and sending offers to watchers are two completely different things. You can put "Best Offer" on your listings any time you want - except for when you have outstanding offers out, which keep you from editing anything but the BIN price.

I don't have automatic offers enabled, and I routinely send offers to watchers who are open to offers, without regard for whether there are pending offers to other watchers.
I do it only a daily basis.
I think @brightlightbookseller has explained what's happening to OP.

No, brightlightbookseller is completely wrong. I've already stated I am able to send offers to the new watchers after 4 days.

I don't know what's happening in your account, but it makes no sense that you would have to wait to make an offer to Joe Blow until the previous offer to Jane Doe expires.
I can send offers to new watchers as they become new watchers. I don't have to wait 4 days or even 4 minutes.

Just checkmark the 'automate offers' when doing the first offer, then ANYONE even just 'LOOKING' at your item (whether they put it in their watchlist or not) will get an offer.

If you're willing to take a cheaper price after a week, just lower the price to what you'll take.
