Maybe just run a Markdown sale. It doesn't give the potential buyers your message that you want to stop selling on this account, but it will allow you to do a markdown sale.

I think the only way to do it would be to add (and pay for) a subtitle. But if most buyers are like I am, I don't read subtitles during my searches.
Why not just reduce all your prices?

I think eBay would probably regard a message like that as spam if it was sent to all buyers. That said, if you have watchers or subscribers to your store, there is a newsletter feature you could employ. You can find it here: https://www.ebay.com/sh/str/newsletter
I agree that just doing a markdown sale is probably best, though. Easiest and doesn't annoy people.

If you actually want to wind your store down then load all your items into the bulk editor every single morning and lower all the prices by $1.
Eventually everything will sell, except maybe all those near worthless trading cards that you have astronomical prices on for some reason.
Really interested in the what your angle was listing junk wax era superhero cards for hundreds of dollars that other sellers have for 99 cents? You have an ungraded punisher card for $800 when PSA 9s of the card sell for less than what it costs to grade the card.
