What are the selling limits on ebay (MONEY OR ITEMS) before you have to worry about the IRS or other

State-dependent, look up your state's 1099-k threshold. You should always report any income anyways though, regardless of getting a 1099-k, unless you desire to commit tax fraud.

You are supposed to report all of your income, even if it is below the thresholds for getting a 1099-K.

The IRS requires you to report any income that IRS regulations require you to report.
Those regulations do not have any "limits" that are based on the number of items you sell on eBay, or how much you sell them for.
And as long as you follow the regulations, there is really nothing to "worry" about.

1 Item and $1
The IRS expects you to report ANY income.
