Phone customer service every 30 days and ask.
You will have to show that you have met the numbers they require.
Personally I detest auctions, but you may like to know that only the opening price on an auction counts for your value restrictions.

You continue to sell on ebay, provide good service and eventually ebay will increase your limit.
AND/OR
Contact ebay and ask them to increase your limit.

If your selling levels are "below standards" (whatever that means) you will not be able to increase your selling limit. The little robot determines whether you qualify or not.
