Selling from Panama

Hi, can someone advise me if I can sell from Panama city and shipped to USA or any other country. Thanks

Yes, you should be able to, just make sure your country of origin matches the actual place you're shipping from.  Hopefully you're not planning on dropshipping from some other location, as that gets a lot of sellers into trouble, but if you have your own inventory and can ship internationally (I believe you'll need a separate way of getting shipping labels, as in some places you can't purchase shipping through eBay outside the US, but you'd have to look into that) you should be fine!

Yes.

You will need a Managed Payments account.

This in turn requires government issued identification (I used my passport, DH his driving license) and a checking account in your Panamanian bank.

You may be able to use a checking account in US dollars, but since this choice will be permanent, look into the currency exchange situation so you are not paying two sets of fees.

Your payments will be Held against your performance for 30 days.

There will be restrictions on the number and value of your listings for some months.

EBay is tougher on new non-US sellers than on US-based new sellers.

Don't dropship.

Panama is on the approved countries list.  It will be interesting to find out what sort of checking account will be required of you.  Is there such a thing as an account that deals specifically in Balboa?  Though I have not been to your country in quite a while, I was always under the impression that currency was USD anyway.

Yes you can as long as you follow the rules.

Please review the below link carefully. It contains very important information as to how Ebay needs to see the information you provide them on your account. It is likely easier to change your Ebay account to match your bank account if you find there to be a difference.

Yes, you can. However you may want to see what can and cannot be exported to the US via customs.  As others have stated, read rules and policies to prevent making mistakes.  Make sure you know what you can and cannot sell on eBay.  And don't drop ship.
