I've been selling on Ebay for over 20 years. I generally have 150 or so items listed at all times. Its been great side cash. However , I notice this year sale have dropped dramatically. Someone PLEASE don't make it a political statement because even during the 2008 financial crisis , Covid in 2020 , etc, I still had great sales. Anyone have similar experiences?

I'd rather give 2% in fees to eBay than 10% discount to a buyer.
But I'd rather give 10% discount to a buyer than 10% in fees to eBay.
And many would rather give a 10% discount to the buyer than 2% in fees to eBay.
Which is an emotional rather than a business decision for many.
This is one of the most thought-provoking things I've read here in a long time. I don't know why but I've never thought of promotion fees as directly-comparable to price reductions. But OF COURSE they are, and of course some of us probably allow emotions sway our decisions more than is reasonable, in the true business sense.
I'm going to do a lot of pondering on this I think. Thank you.

I would rather kick back 2% to eBay if they are putting my listing at or very near the top of Best Match.

Clearly plenty of folks are promoting and ebay is putting at least some of them at the top of search, whether they should be or not, but are promotions really helping since poor sales are being claimed by so many? I know when I search, sponsored listings are right there at the top and rarely have anything to do with my search keywords. Maybe many buyers are getting tired of this and sales suffer because of so many promotions.

You are not alone. Summers are often slower for many sellers for a variety of reasons including other things to do like go to outdoor sales and flea markets.
Not to get political but, for me, uncertainty kills sales, I think. And for months uncertainty has seemed to be the predominant experience. One never knows what's coming next or going to change. That doesn't seem to give people consumer confidence, as I believe the latest numbers show. For example, I've been planning to side the house. The money is in the bank. For purely emotional reasons based on feelings of uncertainty I just haven't pulled the trigger. I find comfort in looking at the balance in that account, I suppose.
On another note, your listings are very well done and are quality offerings. However, I'm finding, (and this is just my personal observation and could be worth what you paid for it), less "perfect" things are selling. What I mean is:
1. I'm selling more replacement parts-weird stuff I have laying around that completes a say toy or set of tools. Not a ton of money but clearing out stuff that's been laying around taking up space but will never be worth big bucks or go up in value much in time. Plus it feeds my shameful addiction to the cha-ching sound and satisfied the algorithm need for new listings.
2. I've never been big on targeting my sales offerings to the "rich". I have a mix of items. And there's more people who are not rich than rich who still want to buy something.
3. Lastly, of late, I've found more people want to chat a bit and haggle over the price a bit. I'm not talking about the folks who want 50-75% off. I'm talking about those who get a sense of accomplishment for a few dollars off. For example, I sold a perfume/powder jar that was lovely but imperfect in that the stopper was missing. The lady who bought it was so excited when we dickered a bit and she "convinced" me to take a bit less-about $9 as I recall. She wrote in feedback how much fun it was to be able to "deal" with me, and to me how she was sure to buy from me again and was going to give shopping on eBay another try because of her experience with me and that perfume bottle. Yes, more time consuming but a decent sale.
Just tossing this out as a thought to consider or not.

Compared to the last couple years sales this year are down but very surprising this week was the best week we have had since Feb.

How does that compare to last June? June 2023? 2022?
How did the February sales compare to previous Februaries?
The previous week or month is too short for comps. We really have to look at annual sales and compare month long stretches.

Biggest difference between then and now? eBay had far less competition from other ecommerce sites, local networking, etc. And online sales during Covid were good for pretty much everyone.
Economic uncertainty affects big purchases more than smaller ones (house, car, etc.).
IMHO, there is economic uncertainty, but there is also an awful lot of choice out there.

I have had 50% PL sales and 50% organic over the years. Same, same, month over month.
My buyers are mostly using part/model numbers to search. Not hard to find. I have a certain amount of competition on most items. I like my items to be at or in the top 3 for best match. I also make sure that I am priced right on EVERYTHING and have a solid presentation. Moving up the search results is paramount. Pricing is paramount. Loaded up item specifics are a must.
PL's also help the items that I have where a buyer may not be using a part/model number to search. Those just randomly end up on another seller's listing. That may be the only way I sell those items.
Those items as well have to have detailed title and item specifics for search to stand a remote chance to pick up.
I reckon PL's are just part of the game at this point. In my realm, I don't find the need to promote any more than 2%. I think it certainly helps. I have run naked for stretches with no PL's. Sales are definitely better with PL's for my items.
So many sellers are peddling random household goods, clothes and knick-knacks that are hard to find with search terms in the vast ocean of over saturated categories. The only way I would ever see their listings is if I happened into their store and was scrolling. I would guess those sellers would benefit from PL's because there is no way to find their listings otherwise. imo......
