I requested it and they denied me.. I'm not a heavy seller or anything roughly around 10 - 14k a year.. I just do it for fun and for a little extra cash...
I have a starter store.. (Not sure why cause I would get 250 anyway)..
Transaction defect rate is 0
Late shipment is 0
Cases closed without seller resolution is 0
Tracking uploaded on time and validated is 100%
No returns
Been selling for a long time... Do I have to or is it worth it to pay the $21.95 for an upgraded store?.. It wouldn't break me but I would think I could get to 400 - 500 a month without a store..
What's y'alls take on it.. Am I missing something?

The $21.95 store is so worth it! You will never have to keep track about listing or anything anymore. I was listing at around 50 items at a time. When I saw sellers in my category selling at 100,000 items....I decided to sell more. I even stopped doing auctions at the moment. I am going to go out on a limb and say hopefully what you are doing as a business plan here. Our key word is "repeat buyers"....because we sell basically the same stuff...you pins...me stamps. The more you list...the more buyers you might get. A lot of my buyers are repeat buyers. If a buyer looks at a seller with 100,000 listings will that buyer ever eventually leave that buyer site. I look at feedback of sellers to see how much feedback they have vs. me and what can I do to make that many sales...like them. The $21.95 lets you do so much.

Upgrading your store would not have any effect on the problem of your selling limit.
How long has it been since you asked Ebay for a selling limit increase BEFORE you asked this last time?
When a seller desires to increase their selling limits, they are allowed to request an increase once every 30 days. Mark your calendar and every 30 days request an increase until you have your selling limit well above anything you think you will ever need. Below is a link to where you can go to ask for a selling limit increase. It is the third option in the link below.

Haha .. This is what it says.. "Unfortunately, we were unable to find your selling limits. It looks like there may have been a technical issue or you're not registered as a seller. If you're already set up as a seller, you can request an increase."
"Unfortunately, you're not currently eligible for a selling limit increase. You may need to build up your selling history or wait until your current monthly limit is reset before you can request another increase to your selling limits"
I haven't asked for an increase since I believe 2016 or so..

As Mam98031 said, upgrading your store will not increase your selling limits.
You will pay more and still be subject to those same limits.
I just went from no store to a Basic Store because the Starter Store only gives you a store front, that's it. It's not worth having. The Basic allows me 1000 BIN in all categories and 10000 in certain categories, but I am still limited to 4000 items.
As a side, it also says this,
1,315listed and sold / 4,000 limit on quantity of items
I don't have 1315 listings, I have 251. I think they're actually counting each seed in my paw paw seed listing and each napkin in my listing of about 200 napkins with 20 color choices. I may need to change the amount of seeds available....

I also just now applied for a limit increase, and it appears that until I have the full 4000 listed, I won't be eligible.
Unfortunately, you're not currently eligible for a selling limit increase. You've only listed or sold 1,315 items of your 4,000 monthly limit.

In a variations listing, every item counts, i.e., however many you have for each color of napkin is added up separately towards your limit. If you have 5 packets of 5 seeds and 6 packets of 10 seeds listed in one variations listing, that counts as 11 items towards your limit. Just as multiple items in a single multi-item listing would all count.

Let me rephrase it... More than 250 Free listing before I pay an insertion fee... I can list up to 10,000+ items but I have to pay the .30 cents after the 250 free listing..
That's what I am referring to.. Looks like I will have to upgrade the store..

Actually, after refreshing my screen and digging into my seller hub, this is what I found... I have no limits..
Who knows... I just want to list more without the .30 fee each time...

That "no limits" error happens mostly with really old accounts, such as my account that dates back to 1999. Why not try a one-month subscription to a Basic store? You'll have a chance to test what your limits are. $21.95 is the monthly cost for a one-year subscription.
TIP: The minimum commitment to a store subscription is one full calendar month, plus the balance of the month during which you sign up. The fee for that final month is pro-rated. So if you decide to try out a store upgrade, do it before the end of February to minimize the expense. (This is assuming that your existing store is month-to-month.)
