I have a listing for a compound bow and a possible buyer in Japan. In the listing under shipping only the United States is available but I am enrolled in Ebay's International Shipping program. How do I get Japan as an option under shipping and sell it to them?

I don't specifically see bows listed as restricted items for the eIS, but I wouldn't be surprised if they were. I doubt you'll be able to sell that to someone in Japan (I'm not sure it would be legal to sell it in Japan, but I'm not certain).

You would have to specify your own international shipping method in the listing. You would also be responsible for adhering to any import laws Japan may have with regards to the bow. As brightlightbookseller
mentioned while bows are no explicitly in the EIS restricted items list you may also have a package size limitation. Under EIS

I didn't see bows listed on eIS either that is part why I am confused as to why I can't sell my item to Japan. As far as I have been able to find out over the internet as long as the bow isn't a crossbow it should be fine.

You should read USPS Country conditions mailing Japan
Firearms and other weapons, swords, knives, daggers, etc. are not allowed unless the recipient has permission from the competent authority in the prefecture in which that person resides.
Mailing it directly to the buyer doesn't change the fact it's not allowed. Cancel the transaction citing problem with their address.

It may not be a question of eBay rules or US laws, but a question of Japanese law.
They are an independent country.
A few years ago eBay gave us some boilerplate to warn foreign customers about knowing the laws of their own country. It is their responsibility as importers, not ours as exporters.
"Import duties, taxes and charges are not included in the item price or shipping charges. These charges are the buyer's responsibility. Please check with your country's customs office to determine what these additional costs will be prior to bidding/buying "
This applied to import costs, but the principle is the same.

I beg to differ, knowing what can and cannot be exported is something that sellers should be aware of, maybe not an expert on every type of item to every country of the world but general information would benefit any seller who is shipping internationally.
