If you'd like to sell on eBay your government requires you to have a business license.

You'll need to link a Payoneer account to eBay. Then in 2-4 weeks after eBay verifies you and approves you to sell on eBay, they'll send you an email saying you're all set.

Register in Sri Lanka as a business
Get a Payoneer account.
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
It'll take a few weeks to get everything approved.
