Seller performance

I had my performance drop from top rated to below standard a couple of months ago due to a couple of transactions. I guess eBay reevaluates performance every month on the 20th but even though I haven't had any "defects" for the past few months, I haven't sold enough items to bring down the overall percentage of defects over whatever period of time they base it from. (Is it 6 months or 12?)  I think I'm right on the edge of getting out of below standard. Last month they said they will reevaluate on the 20th again to possibly put further restrictions on my account etc. Is this something that an actual person will look at and see that it's steadily improving over the months and on the verge of being back to standard, or is it just the computer system looking at it that it's still "below standard"? I'm just curious because I don't want to get my account restricted more, or shut down obviously, and I just noticed that due to the below standard that I am getting about 20% commission taken on my sales so I want to climb out of this ASAP, but I'm not selling enough to do so quickly.  I posted a couple of pictures from my seller performance page for reference.

Thanks

Is this something that an actual person will look at and see that it's steadily improving over the months and on the verge of being back to standard,

NO.

or is it just the computer system looking at it that it's still "below standard"?

YES. Each evaluation period the math is performed for each category to see if you are still below standard. Steady improvement doesn't count until your stats show you are no longer below standard.

Cases closed without seller resolution: 0.84% (3 of 357 transactions).

Your percentage of transactions is basic math. You will stay below standard until those 3 defects become less than 0.3%, either due to more transactions or due to rolling off your evaluation period.

Currently you need another approximate 643 transactions (without defects) to get back to a 0.3% defect rate for cases closed without seller resolution.  You need to look at when the defects occurred and when they will time out of the calculations.  Look at the full report.  eBay states you are allowed a maximum of 2 defects per evaluation period (you have 3). So hopefully a defect may fall out of the evaluation period soon.
