Second Chance Offer Issues

Sent a second chance offer to buyer and buyer is unable to Buy it Now because Ebay sends a message saying that I do not ship to their location.  Their location is in the US and I ship anywhere in the US.  This seems to be an internal Ebay problem as there are other sellers that are experiencing this same issue.  Contacted Ebay but waiting on an explanation and a resolution.  Anyone knows how to resolve this?

There are special licenses required to ship plants to other states; some states you cannot ship certain plants etc. 

Are you licensed and are there any restrictions on the plants  you sell?

I am licensed and can ship anywhere in the US and Puerto Rico.
