I sold a phone to a buyer but before I shipped it, I checked the address. It was a known scamming address and the buyer had two ratings claiming he was a scammer. I contacted ebay who did not get back to me and paypal. Paypal assured me that I was covered by them as long as the tracking showed delivered. I was not sure but I asked her to make a note of my call and her assurance on my records.
I sent the phone and in transit the tracking stopped. On the first day he could the buyer contacted me for refund and on the first day he could ask ebay to step in he did so....this man was moving fast!
At this point Paypal put on hold and then reimbursed abay to put my paypal into the negative.
As soon as the scammer got his money the tracking mysteriously suddenly updated - I am thinking some kind of mail hold was his method. The phone was delivered to his address today so I appealed to ebay and they refused my appeal. The saw that the phone had been delivered but said it was not when they made the decision (but not the appeal today when it clearly was).
The address is a known scamming address in New Castle, DE and a buyer with scamming alerts in his feedback, the buyer is shown to have the phone but ebay would not give me my money. I tried to get help from paypal but they said it had nothing to do with them and I cant file a lost parcel with USPS because it is shown as delivered. Everyone knows he has the phone and the money and I have nothing but no one is willing to do the right thing.
How is this fair?
What can i do?

The minute I seen that this person had something possibly fishy going on I would have cancelled the sale, defects and all, and that would have been the end of the story. You should have gone with your gut on this one, not the assurance of Pay Pal or Ebay. Sorry this happened to you.

If anybody gets these kind of refund requests with a freight forewarder then the cases need to be kept on hold until the item gets to the forewarder PERIOD.

That there seems to be a huge screw up here. How is it that they could allow a refund to be sent when the package was not even delivered yet? Not following here how this was possible. Also, how could the case not be reversed when the item shows delivered? Really confused.

"Pay pal assured me that I was covered if the tracking showed delivered" OK so it was delivered and tracking shows that. Looks like they acted too quickly, on the refund. Call them back and go over this again.

I actually had a problem with buyer's accounts being hacked into and purchases made that they didn't make. I had to cancel the order and return their money. Three of the orders were shipped out. All to the Newcastle Delaware address.The scammer filed cases with paypal against me and are currently pending. Hopefully they will be resolved in my favor! If not I am out a lot of money. Please be aware of purchases to newcastle and be sure to check if there are more than one purchase to that address from several different persons.

What do you mean by "the tracking stopped"? Can you post an example so we can see what you mean?

Hi @dtexley3, thanks for the tag. @albuster8, I'm sorry to hear that this happened. Once a refund has been issued to a buyer there isn't a way for us to pull it back from them. You can definitely reach out to them or arrange to send them a PayPal invoice to make it easier for the buyer to repay you.
Should something like this happen again, you can definitely consider contacting Customer Support and requesting a temporary hold to allow more time for the item to be delivered. While I don't anticipate this happening to you a second time, I wanted you to be aware of your options. Thanks!
