Sales Event is not working after Ending and Sell Similar

Why, after I end an item and sell similar, cannot add a sales event ? 

The items I have tried to do this with have NEVER been in any sales event.

Because you just relisted these items it is treated like a new listing.   You cannot create a sale on these items (believe you have to wait at least 24 hours).
