I called Ebay and I was told by Ebay's Selling and Billing Dept, if I do not get into the Promoted Listings then there is nothing Ebay can do to sell my items!

Well, they are right, eBay will be charging you a % if the item sells in order to promote it. Sounds straight forward. Me, I don't use it. Besides, what guarantees you have that the item will indeed sell?

There's nothing eBay can do to promote your items if you do not get into Promoted Listings. You can still sell your items without PL, though perhaps with a bit less visibility, depending on your choice of area in which to sell. I'm selling fine without any Promoted Listings at all.

What does that statement even mean?
eBay does not sell your items.
You have 83 sales in the last 90 days.
eBay must be showing your items to someone.

The CS agents that gave you that info were just telling you that to get you off of the line. The Ebay CS agents know nothing about Ebay other than what they're instructed to reply with. They are not sellers, not are they Ebay employees. They are outsourced overseas labor who read from scripts and most of the time the info they provide is false and incorrect.
I do not use promoted listings and I don't intend to ever use them. Ebay gets enough of my money. However, I had 3 sales this week and hope to have more. Try using your social media buttons and see if that can't drive any traffic and sales your way. It's the share button on the top right hand side of the page that seems to be getting smaller every day. lol Give it a try.

You've been on eBay for 22 years. You have at least 13.409 sales, based on Feedback Received. So I ask you, since when has eBay done anything to sell your items? Your post really puzzles me, because I'm sure you wouldn't just be here advertising.

You can sell your items WITH or WITHOUT participating in promoted listings.
