So what does everyone do when a scammer with 0 reviews wins a bid and then asks to have you text them with payment info after you have already sent them an invoice?

I told the buyer that I would only deal with him through eBay,  Then I went to check his buyer's name, and "He" 

had already unregistered as a buyer.

Cancel the transaction and block the bidder. Report the buyer to eBay. Do not respond to any of their emails. It's a scam.

Cancel citing problem with buyer's address and relist buy now immediate payment required.

No need to report them. They'll just pop up like whack-a-moles on a different name.

I can't remember ever cancelling a transaction. Is one of the reasons for cancellation "Buyer Tried To Take Transaction Outside Of eBay"? If not, it sure as hell should be. And that buyer should at least be put on eBay's radar, if not sanctioned. How hard could it possibly be for eBay to add that reason for a cancellation.
