Someone wants me to revise a listing to a "Buy it Now" because they don't want to give out credit card information. I would have to list it for 30% less. I'm suspicious.
They could then potentially only bid the lesser and I would be obligated to sell? Is this another scam? Thanks in advance.

Don't. You can however go and change your settings to allow bidding without card info. (someone else will have to go through that, I don't do auctions).

I would not do that but you might explain to them that you cannot see their credit info at all. That is only between them and eBay. All that option does is move up the point at which payment will occur. They would not get to drag out the payment for 4 days.
I have no idea where that requirement for selling it for 30% less would come from. I know of no such thing.

It is NOT possible to 'bid less' on a Buy it Now listing.
A 'buy it now' listing has a SET price.
So- list it for what YOU want, not what the Buyer wants....

Do you mean the customer is making a Best Offer on a Fixed Price listing?
You can accept the offer, reject the offer, or ignore the offer.
Any of these can be set up on the Sell Your Item form to happen automatically.
Best Offers do not include Shipping. Period.
If you have Best Offer on an Auction, the offer is expected to be higher than the opening ask, although it doesn't have to be.
Accepting a BO ends the auction, even if there are bids.
Note that you only see the high bid, not the maximum bid. Accepting a BO when there are bids not only annoys bidders but may mean a lower final price for you.
You can have a Buy It Now on an Auction.
That is a firm price. You cannot combine Best Offer and BIN on an auction. The seller chooses which and not the buyer.
It's complicated.
But I don't think what you describe would be a good deal for you-- unless you are willing to reduce your price by 30% just to make room for new merchandise.

As a side note.
Auction is not a good way to sell clothing.
Note that mostly you are only getting one bid.
Go for Fixed Price on those items. Make sure if you allow Best Offer (which is a kind of auction) that you will cover all your costs with the accepted price.
Collectibles seem to do okay at auction. (and that Roseville pottery jug is gorgeous).

What is your item number? Your post is confusing. Are you saying a potential buyer wants you to change an auction listing to a BIN listing? If so you cannot do this you would need to end the auction but only if there are no current bids on the item.
If they are wanting you to revise an existing BIN listing is it the price they are wanting you to revise and lower it by 30%?
At some point the buyer is going to have to provide a payment method whether that is a CC or a payment processor like PayPal. As a seller you NEVER see this information. Is the buyer by chance new and does not understand the payment process?

It is confusing, but it sounds like the buyer wants to make an offer of 30% less but doesn't want to fill out info for the autopay to make an offer?

The only thing I know about 30% is that an auction can have a BIN added, but the BIN has to be 30% more than the starting bid amount of the listing. Not sure if that is still a requirement.

Yes, that's still a requirement.

In this situation, if you're willing to sell it for the opening bid price, tell the potential buyer to just bid on it; then you can end the listing and sell it to him. When a seller ends an auction early, they can choose whether to sell to the current high bidder, or cancel the bids and end with no sale.

However, remember that he has his own best interests in mind, not yours, and the most likely reason for this request is that he expects that there would be competitive bidding on the auction and he thinks he'll get it cheaper this way.
